Human Rights Leadership Development Training Begins

At the initiative of INSEC Bagmati Provincial Office and in coordination with Nagarjun Municipality, a “Human Rights Leadership Development Training” has begun in Ward No. 10 of Nagarjun Municipality on June 17, 2026.

The training, which will run until June 19, was inaugurated with discussions on the role of local government in the protection of human rights and on building a human rights–friendly governance system.

During the program, Acting Mayor of Nagarjun Municipality, Ms. Sushila Adhikari, emphasized the need for INSEC’s coordination to make the municipality’s policies and programs as human rights–friendly as possible. She expressed commitment to providing necessary support for INSEC to conduct campaigns in collaboration with the human rights group formed in Nagarjun Municipality.Staying committed to fulfilling human rights indicators and placing the municipality at a leading position in the human rights index, she stated that INSEC should move forward with human rights campaigns in collaboration with all local levels of Nepal.

She noted that as Nepali society appears to be moving toward a state of disorder, skilled human resources are necessary to increase public awareness of human rights. She also emphasized human rights–friendly development, accountability of local government, and the role of local levels in implementing international human rights standards.INSEC Information Officer Krishna Gautam stated that INSEC has been continuously working for the protection and promotion of human rights. He said that INSEC has played an important role in documenting human rights violations and atrocities that occurred during the conflict, ensuring accountability of responsible parties, and contributing to the establishment of justice and peace. He added that INSEC has also been supporting victims through legal aid, counselling, and rehabilitation services, prioritizing awareness-raising on human rights protection, and playing an inspiring role in promoting social harmony, equality, and justice.

Similarly, Yagya Prasad Adhikari, Under Secretary of the National Human Rights Commission, stated that the activities carried out by local governments can be incorporated into the reports prepared by the state during the Universal Periodic Review process and taken up to the Geneva Convention level.

He further noted that if all 753 local levels of the country are able to implement the National Human Rights Action Plan, internalization of human rights would become possible.

Likewise, the Ward Chairperson of Ward No. 10 of Nagarjun Municipality expressed commitment to cooperating with INSEC for the promotion of human rights. He emphasized the need for local-level mediators to identify and resolve issues related to human rights violations and atrocities seen at the community level.

INSEC Bagmati Province Coordinator Shiva Khakurel informed that INSEC has been working for more than three decades in the field of civil and political rights as well as economic, social, and cultural rights. He stated that the organization has been documenting human rights violations and atrocities across the country, publishing the Human Rights Yearbook, and conducting human rights education and advocacy programs.He noted that the documentation of human rights violations has helped make the state more accountable, and emphasized the need to enhance human rights education and awareness at the local level.

The training was attended by representatives of Nagarjun Municipality, municipal employees, members of the judicial committee, social activists, students, officials, and members of various groups and committees.

On the first day of the training, Yagya Prasad Adhikari, Under Secretary of the National Human Rights Commission, made a presentation on the concept of human rights, the right to education, and local government.

Similarly, the Chairperson of the National Women Human Rights Defenders Network spoke on women’s rights, the current situation, and the state’s responsibility in protecting women’s rights. Director of Shakti Samuha, Chari Maya Tamang, facilitated a session on human trafficking, its current status, and the state’s responsibility for prevention. Likewise, Madhav Lohani of CWIN Nepal facilitated a session on child rights and online abuse.

The training is expected to contribute to the development of human rights–friendly leadership at the local level, the promotion of good governance, and the strengthening of institutional capacity for human rights protection.
