Human Rights Defenders Network Meeting Concluded

A meeting of the Human Rights Defenders Network, organized by the INSEC Lumbini Provincial Office, was held on April 30 in Nepalgunj, Banke.

The meeting, chaired by INSEC Lumbini Province Coordinator Bhola Mahat, discussed the current contemporary situation, education, health, and the role of civil society.

Speaking at the meeting, Coordinator Bhola Mahat stated that the annual scholarship amount of Rs. 400 provided to children from Dalit and other marginalized communities is extremely insufficient in the current context of rising inflation. He mentioned that attention has been drawn to the provincial government through a delegation for the increase of this amount, and emphasized the need for similar initiatives at the local level as well.

He also informed that some schools have been found spending the scholarship funds under different headings, and added that members of the network have been monitoring and raising awareness regarding such issues.

INSEC Focal Person Laxmi Tharu, while providing information on the activities carried out by the provincial office, stated that efforts are being made to document incidents of human rights violations and atrocities, and to seek legal remedies on issues of public concern through Public Interest Litigation (PIL).

Chief of the National Human Rights Commission, Nepalgunj, Dwarika Adhikari, stated that the Commission is always committed to coordination and cooperation in monitoring government schools and in the protection of human rights.

Man Bhandari of the Federation of Non-Governmental Organizations, Banke, expressed the view that civil society must unite against the prevailing insecurity in society.

Human rights defender Advocate Suresh Gautam expressed concern over increasing disorder and emphasized the need to ensure the implementation of the rule of law. He also stated that voices should be raised regarding the negative impact of mobile-based learning on students’ learning abilities.

Province Coordinator of Shakti Samuha, Nirmala Paudel, informed that only in the month of April, nine victims were rescued, and stated that the problem of human trafficking is becoming increasingly severe in society.

Journalist Bijay Malla stated that private schools have been charging excessive fees in violation of government directives and emphasized the need for proper monitoring.

Teacher Shila Shrestha from Janaki Rural Municipality shared her experience that, due to INSEC’s awareness programs, her school was able to receive a reward of Rs. 200,000 from the local government.

The meeting was attended by senior advocates Sunil Kumar Shrestha and Lok Bahadur Shah; INSEC executive committee members, advocates Bikash Acharya and Bal Bahadur Chand; Human Rights Alliance member Prabhat Kumar Thakur; senior citizen Krishnamurari Prasad Bhatt; Chairperson of Fatima Foundation Maimuna Siddiqui; Chairperson of Dalit Women’s Association Nirmala Sunar; and chairpersons of human rights groups from various rural municipalities.
