During the pre-election monitoring of the House of Representatives Member election scheduled for March 5, a monitoring team led by INSEC Bagmati Province Coordinator Shiva Prasad Khakurel held discussions with various stakeholder bodies. Chief Election Officer Judge Dhruba Kumar Upreti stated that all necessary preparations have been completed to ensure a free, fair, and fear-free election, and that the ballot papers have already been received. He also informed that training has been provided to the polling officers and assistant polling officers who will be deployed for the election.

Chief District Officer Rajesh Panthi informed that an integrated security plan has been developed for the period from voting to vote counting, and all four security agencies have been mobilized accordingly. He stated that necessary arrangements have been made for the personnel to be deployed during the election, and that no political party has violated the election code of conduct so far.
INSEC Bagmati Province Coordinator Shiva Prasad Khakurel shared that INSEC has been monitoring and observing all elections held in Nepal since the restoration of democracy. He informed that this time, 232 observers have been deployed across the country for election observation.
The discussion held during the pre-election observation by Informal Sector Service Centre (INSEC) was attended by Nepal Police Deputy Superintendent of Police Ashok Thapa, Nepal Army Battalion Commander Pradhumna Gautam, National Investigation Department DSP Madan Poudel, Armed Police Force DSP Bishnu Prasad Pokharel, representatives from the Election Office, civil society members, and Rasuwa Chairperson Babulal Titung, among others.
On the occasion, INSEC Bagmati Province Coordinator Khakurel also handed over the Nepal Human Rights Yearbook 2026.
