The Informal Sector Service Center (INSEC) released the human rights situation during the third quarter of 2024 (from July to September) on October 30, 2024. According to records of INSEC, during the period from July to September 2024, women and children faced significant victimization by non-state parties in the ten districts of Karnali Province. In this period, 113 women and 25 children were reported as victims of human rights violations and abuses. Among them, three individuals were victims of torture, inhuman treatment, and threats by the state. Additionally, one person died in prison during this time.
Similarly, 161 individuals, including men, women, and children, were reported as victims of violations and abuses by non-state parties. According to the recorded incidents, five individuals, including two women, were murdered. Additionally, five individuals suffered from torture, three from inhuman treatment, five were injured, and one was a victim of threats. During this period, 25 cases of child rights violations were reported, with 23 girls victims of rape, one girl victim of trafficking, and one girl victim of sexual abuse.
Similarly, the highest number of women’s rights violations were reported, with 113 women identified as victims. Among them, 31 women were victims of rape, 76 of domestic violence, one woman faced accusations of witchcraft, and five women were involved in cases of polygamy.
In some areas, there have been reports of food shortages, challenges in education due to delays in the construction of school buildings following the earthquake, and difficulties in educational activities caused by a lack of teachers according to the sanctioned positions. Additionally, continuous rainfall has forced students at Balmandir Secondary School in Simkot Rural Municipality-5, Humla District, to hold their classes in the fields during this period. Due to incessant rain, students of Balmandir Secondary School in Simkot Rural Municipality-5 were forced to study in the open ground. Three individuals died during this period when landslides swept away temporary shelters that had been constructed for people who lost their homes after the earthquake. The deceased were from the same household in Dandagaun, Nagadad Rural Municipality-2, Jajarkot.
