A team from INSEC Sudurpaschim Province Office, Dhangadi, monitored the District Jail, Doti, on May 19, 2026.
The team led by Khadak Raj Joshi, Coordinator of INSEC Sudurpaschim Province, held direct interactions with the leader, watchman, and jail administration and gathered information regarding the current condition of the jail, human resources, number of inmates, security arrangements, and the problems being faced by the inmates.

Whilst monitoring, Acting Chief of the District Jail, Pradip Ojha, stated that there are currently 78 inmates in the jail, which has a capacity of only 25 people. Among them, 55 are male inmates, whereas four are female, 19 male detainees, and four female detainees, as well as one dependent girl child.
Acting Jail Chief Ojha stated that managing the jail has become increasingly challenging due to the need to accommodate inmates at three times its capacity. He added that most of the jail structures are old, making living conditions uncomfortable, and due to a lack of space, inmates are compelled to sleep in overcrowded conditions.
Leader Jayaraj Badu, who is inside the jail, stated that the facilities provided by the state are distributed equally. Despite limited resources, facilities such as sports materials, various skill-based trainings, medical treatment, a library, toilets, and drinking water have been made available.

Jail watchman Udayaraj Bhatta stated that the daily subsistence allowance of Rs. 80 provided by the government for inmates is insufficient, considering the current inflation, and emphasized the need to increase the amount.
Jail Security Chief Assistant Sub-Inspector Nandraj Badu stated that there are no problems regarding the jail’s security situation. He added that the security arrangements have become more effective due to good coordination between the jail administration and security personnel.
During the monitoring, INSEC Sudurpashchim Province Coordinator Khadak Raj Joshi emphasized the need to develop jails not merely as places of punishment but as correctional institutions. He stated that INSEC has long been advocating for the resolution of inmates’ problems and continues to carry out pressure-oriented initiatives with the concerned authorities for jail reform.
The monitoring team included Khadak Raj Joshi, Coordinator of INSEC Sudurpashchim Province, Documentation Officer Krishna Bahadur Bishwakarma, and INSEC Doti representative Subas Nepali.
On the same occasion, INSEC Province Coordinator Joshi also handed over the Nepal Human Rights Year Book 2026 to Acting Jail Chief of District Jail, Doti, Pradip Ojha.
