Representatives from the National Human Rights Commission (NHRC), Informal Sector Service Centre (INSEC), and CZOP jointly monitored the Nepal Red Cross Training Centre in Banepa, where landless settlers have been temporarily sheltered, on May 18, 2026.
During the monitoring, it was found that a total of 111 people, including 58 men and 53 women, were being accommodated at the Nepal Red Cross Society National Training Centre in Budol, Banepa. They have been staying at the site since May 7, 2026.

Among them are 18 senior citizens, 23 children, and six people in vulnerable conditions, including persons with disabilities, visually impaired individuals, chronically ill patients, and a postpartum mother. They were brought from Thapathali, Shantinagar, Manohara, and Machhapokhari in Kathmandu and have been accommodated in 11 rooms, including rooms numbered 101 to 602 and a training hall.
The training centre is sheltering people ranging from newborn infants to senior citizens aged up to 80 years. During the monitoring, it was found that families of up to 17 members and seven members were being accommodated in a single room.
During the monitoring, they stated that the need for medicines, relief support, and sustainable management was urgent, as a significant number of the 111 people staying at the Red Cross Training Centre were children, senior citizens, and individuals with special health conditions.
The displaced persons informed the Commission team that they were facing difficulties in accessing schools due to the lack of birth registration for children, while many children were also facing problems in obtaining legal identity documents for the same reason. They further demanded permanent rehabilitation, including proper land management for resettlement, and reported the lack of basic necessities such as regular medical treatment, drinking water, and electricity.
The Nepal Red Cross Society has arranged meals and snacks for the landless settlers staying there. A team of doctors has also conducted health check-ups. During the monitoring, it was also found that some of the displaced settlers had been sent back to their home district of Siraha with the assistance of the police and traffic police.
The monitoring team included Under-Secretary Yagya Prasad Adhikari, Officer Khimananda Basyal, Information Officer Krishna Gautam, INSEC Bagmati Province Coordinator Shiva Khakurel, INSEC Kavre District Representative Sumitra Acharya, and CZOP Programme Manager Abhishek Tiwari.
The team also held discussions with displaced persons staying at the temporary shelter, as well as with Rashmi Shrestha and Human Resource Development Officer Kapil Kafle.
Similarly, the team also monitored the holding centre at the Nepal Electricity Authority Training Centre located in Kharipati, Bhaktapur.
