The project implemented by the Informal Sector Service Centre (INSEC) in Nawalparasi (Bardaghat Susta East) from 2022 to 2025 has been monitored by the Social Welfare Council.
On April 18, a team from the Social Welfare Council gathered information on the impact of the project implemented in two municipalities of the district, Devchuli Municipality and Madhyabindu Municipality. The team, including representatives Bimala Devi Luitel and Bishal Baral, collected details regarding the activities carried out under the project and their impact.
Project facilitator Raju Chapagain provided information on the work carried out through the project to protect human rights, including the rights to education, health, and a clean environment, as well as the impact it has had. He stated that the project has played a facilitating role in sensitizing local governments and stakeholders on human rights issues and in organizing related programs.
He stated that activities carried out under the project included forming human rights groups at the municipal level, establishing child rights groups at the school level, and identifying gaps in education, health, and environmental rights at the local level, while coordinating efforts to address these issues.
Krishna Bahadur BK, Chairperson of the Human Rights Group of Devchuli Municipality, said that the project implemented by the Informal Sector Service Centre (INSEC) has been effective in raising small but important human rights issues through the group and in holding concerned authorities accountable.
He further noted that such projects are necessary to create an environment that brings human rights issues down to the grassroots level. He added that, even with limited investment, it has been possible to implement numerous programs in collaboration with local stakeholders for the protection of education, health, and other rights, concluding that the project has been successful.

She further mentioned that, due to the project implemented by the Informal Sector Service Centre (INSEC), they have been able to raise their voices to improve the quality of school-provided meals and advocate for the construction of adolescent-friendly toilets in the school.

Shiva Khakurel, Bagmati Province Chief of the Informal Sector Service Centre (INSEC), stated that while local governments are increasingly focused on infrastructure development, human rights issues risk being sidelined; therefore, INSEC has continuously raised these concerns through its initiatives.
He further emphasized that local governments need to sustainably incorporate human rights issues into their policies and programs, and that the project has facilitated collaboration and coordination toward this goal. He added that INSEC has been playing a coordinating role in holding the state accountable on human rights matters.
After the field-level interaction, representatives of the Social Welfare Council expressed their appreciation, stating that the project has carried out positive work at the local level by collaborating with various stakeholders in the protection of rights related to education, health, and the environment.
