INSEC Welcomes Apology to the Dalit Community and Reform-Oriented Programs

The newly formed government, in its 100-day action plan made public on March 30, 2026, has included a commitment to issue an apology and announce reform-oriented programs addressing the injustices and discrimination faced by Dalit and historically marginalized communities from the state, society, and policy-making structures. INSEC has expressed its appreciation to the Government of Nepal for this commitment and welcomed the initiative.

In a press release statement signed by INSEC Chairperson Bijay Raj Gautam, it is stated that the state’s acknowledgment of the oppression faced by the Dalit community, subjected to structural discrimination and exclusion for many years, should be taken as a positive step towards social justice, inclusive restoration, and historical reconciliation. The statement further notes that similar commitments in the past have become ineffective due to a lack of implementation, and therefore urges the Government of Nepal to ensure concrete, time-bound, and result-oriented execution.

The statement also calls on the government to move forward by ensuring the effective implementation of its commitments, fulfilling international obligations, and upholding accountability towards affected communities. Furthermore, it emphasizes the need to strengthen collaboration with international human rights mechanisms and urges cooperation among civil society, human rights defenders, and all relevant stakeholders.
