A discussion program on “The Situation of Discrimination Against Dalits and the Role of the Human Rights Defenders Network” was jointly organized by the Informal Sector Service Centre (INSEC) Koshi Province and the Dalit Women’s Association (FEDO) in Biratnagar on April 4.

In the program, INSEC Koshi Province Coordinator Manohar Kumar Pokharel emphasized that, since discriminatory incidents continue to occur in society, the role of human rights defenders must be further strengthened. He stated that as long as discrimination persists, violations of human rights will continue, making it essential to empower human rights defenders.

Analyzing data from the national census revealed that issues of caste- and gender-based discrimination are shared concerns, and human rights defenders emphasized that the state must take initiatives to formulate laws and policies, allocate budgets, establish clear structures, and ensure direct community participation.
Based on the comparative analysis of economic, social, and demographic conditions from the 2021 national census, FEDO Program Coordinator Narbahadur Auji highlighted that when certain communities are left behind, the overall progress and prosperity of the country and other communities are also affected. Auji noted that higher levels of inequality and discrimination slow down the pace of development and prosperity.
The program, chaired by INSEC Koshi Province Coordinator Manohar Kumar Pokharel, included remarks by Debi Baskota, Coordinator of the Koshi Province-level Human Rights Defenders Network established by INSEC, who outlined the purpose and relevance of the program. The event, welcomed by FEDO Morang President Sharmila Pariyar, was attended by network office-bearers and members.
