An Advance Review Program for the Nepal Human Rights Yearbook 2026, organized by the Informal Sector Service Centre (INSEC), Nawalparasi (West), was held in Parasi on December 19, 2025. The program was conducted under the chairpersonship of INSEC representative Narayan Parajuli, with Bhagauti Prasad Yadav (Rudal), Chief of the District Coordination Committee, as the Chief Guest, and Chief District Officer Krishna Prasad Lamsal as the Special Guest.

INSEC representative Narayan Parajuli presented that, in West Nawalparasi district, INSEC recorded 49 incidents of human rights violations and abuses between January 1 and December 15, 2025. These included 27 cases of rape of minor girls, seven cases of rape, two cases of caste-based discrimination, six cases of murder by family members, four cases of individual murder, two cases of abetment to suicide, and one case of abuse against an employee, totaling 49 incidents. The program also provided information on damage to physical infrastructure in the district during the Gen-Z movement.
Special Guest, Chief District Officer Krishna Prasad Lamsal, stated that incidents of human rights violations are increasing due to the failure to strictly implement various international treaties and conventions to which Nepal is a party. He urged stakeholders to conduct awareness programs, noting that citizens in rural areas are not well informed about the Universal Declaration of Human Rights, 1948.
Chief Guest, District Coordination Committee Chief Rudal, emphasized that incidents collected by INSEC should be disaggregated by local level, and that cases adjudicated by local judicial committees should also be included in the details. He further urged everyone to pay attention to the possible increase in sexual violence in the district, considering the day-to-day rise in the number of people living with HIV/AIDS.
Assistant Attorney Suresh Yadav from the Government Attorney’s Office advised that facts should not be missed while documenting incidents, and stressed the need to meet with every concerned office and the victims for fact-finding. He stated that although free legal aid services are available in the district, victims are deprived of these services due to a lack of awareness. He also pointed out that victims are unaware of court-awarded compensation, resulting in such funds remaining deposited in court, and suggested that all human rights defenders should promote awareness of these provisions.
Representing political parties, Puran Chaudhary, Central Deputy General Secretary of the Loktantrik Samajwadi Party, stated that the Human Rights Yearbook is also published in English and is read at national and international levels, yet it has not been accorded the importance and priority it deserves.

Participants expressed concern that, compared to the previous year, incidents of child sexual abuse have increased in the district this year, and that environmental risks related to climate change are escalating due to the lack of proper management of pollution emitted by industries and factories. Similarly, the program also discussed the long-standing issue of delayed payment faced by sugarcane farmers in the district.
