Province Recommends Seven Ilam Local Levels as Crisis Zones

Due to natural disasters, Ilam, Jhapa, Morang, Sunsari, Udayapur, Taplejung, and Panchthar in Koshi Province were the most affected this week. Between October 3 and October 7 2025, 38 people lost their lives in natural disaster incidents in Ilam due to heavy rainfall.

The excessive rainfall caused damage to lives, property, and infrastructure in districts including Jhapa, Morang, Sunsari, Udayapur, Taplejung, Khotang, and Panchthar.

After the natural disaster, the Koshi Province Government and local authorities have initiated rescue, relief, and reconstruction efforts.

According to INSEC Morang representative Vinod Subedi, the Koshi Province Government has recommended declaring seven local levels in Ilam as crisis-affected areas.

In its meeting on October 8, 2025, the Provincial Disaster Management Council decided to construct houses for those made homeless by the natural disaster from October 3 to October 7 2025.

Internal Affairs and Law Minister Rewatiraman Bhandari stated that houses in Ilam, Jhapa, and Morang, which suffered the most damage, will be reconstructed immediately.

Minister Bhandari further mentioned that complete details of the houses damaged in the natural disaster will be collected and reconstruction work will continue accordingly, as decided in the council meeting.

The council also decided to recommend the federal government to declare the seven local levels of Ilam district as crisis-affected. The provincial government has tasked Finance and Planning Minister Ram Bahadur Rana, Physical Infrastructure Minister Bhupendra Rai, and Internal Affairs and Law Minister Rewatiraman Bhandari to coordinate relief and restoration in Ilam. This team will conduct on-site inspections and accelerate reconstruction efforts in the field.

For Sunsari district, Minister of Forest, Tourism, and Environment Sadanand Mandal, along with Internal Affairs and Law Minister Rewatiraman Bhandari, will coordinate reconstruction efforts.

For Jhapa district, Minister for Drinking Water, Irrigation, and Energy Ekraj Karki has been assigned the responsibility to oversee all necessary reconstruction and coordination. The meeting also decided to recommend the Koshi Province Government to allocate funds for reconstruction by reviewing and cutting current budget expenditures and plans.

The Ministry of Physical Infrastructure has been instructed by the meeting to deploy all available mechanisms to immediately reopen all types of roads.

Chief Minister of Koshi Province, Hikmat Kumar Karki, instructed the meeting to proceed with reconstruction and relief efforts without any compromise, according to the Chief Minister’s Office.

According to INSEC Ilam representative Manoj Adhikari, Suryauday Municipality has decided to provide relief at the rate of Rs. 200,000 per family to those who lost their lives due to floods and landslides.

This relief decision applies to families of five individuals who lost their lives due to floods and landslides in Suryauday Municipality between October 3 and October 6 2025.

Mayor Ranbahadur Rai stated that family members of those who lost their lives will immediately receive Rs. 200,000 in relief. If additional members of the same family lost their lives, an additional Rs. 100,000 per member will be provided.

In Manebhanjyang, Suryauday Municipality–1, five people died after being buried in a landslide. The deceased were Manmaya Kshetri, 65, Basmika Kshetri,10, Deep Basnet, 45, Bhawani Basnet, 44 and Divya Basnet, 12.

Mayor Rai also stated that families displaced by the natural disaster will be immediately relocated to safe areas and provided with necessary relief materials.
