Madhesh  Province: Life Disrupted by Rain, Hundreds Displaced, Rescue Operations Continue (Photo Feature)

Continuous rainfall over the past three days has disrupted daily life in the Madhesh Province. Persistent rain from October 3 to 5 has caused flooding in several areas of Madhesh, displacing hundreds of people, according to INSEC representatives.

According to INSEC Saptari Representative Navin Yadav, hundreds of households have been affected in various local levels of the district due to floods triggered by continuous rainfall. In Bochahi settlement of Saptakoshi Municipality–6, around 60 households were inundated after the Triyuga River overflowed its banks. Among them, six severely affected families were rescued and relocated to a safer area at the local National Basic School, informed Chief District Officer Tuwaraj Pokharel.

The Nepal Army, Armed Police Force, and Nepal Police disaster management teams have been deployed for rescue operations. The affected families were relocated to safer areas through the active efforts of security personnel.

Similarly, in 75 houses of Sakarapura of Tilathi Koiladi Rural Municipality–3 were submerged, while in Ram Tole of Ward No. 2, Launiya, one house collapsed and four others were flooded, according to Disaster Coordinator Rajesh Kumar Jha.

In Barsain Municipality–5 alone, 200 households have been inundated. The affected families have been moved to schools and other higher grounds, said Ward Chairperson Lalan Raut.

Meanwhile, Musahar settlements in Hanumannagar Kankalini Municipality–5, 6, and 14 have also been flooded. The road connecting Pato Bazaar in Ward No. 5and Tarahi Tole in Ward No. 4 of Dakneshwari Municipality has been cut off by the flood, disrupting transportation.

Likewise, the road connecting Tilathi Koiladi Rural Municipality to the Kunauli border point with India has also been completely washed away and is now fully blocked.

In the rescue and relief operations for flood victims, a 1/37 NFR unit of the Nepal Army’s Barkh Battalion, under the command of Deputy Commander Santosh Khadka, has been deployed in the Koshi Barrage area.

Similarly, a 1/22 NFR unit under Commander Bharat Giri has been deployed in Tilathi Koiladi Rural Municipality–3for rescue operations.

Likewise, a 1/35 NFR unit under Commander Deepak Bohora has been deployed for rescue in Hanumannagar Kankalini Municipality–11. Similarly, 10 personnel from the Nepal Police and 11 from the Armed Police Force are also engaged in rescue operations in the Koshi Barrage area.

According to INSEC Dhanusha Representative Santosh Kumar Yadav, the body of an approximately 50-year-old man was found in the Jalad River at Purnadahiya village, Aurahi Rural Municipality–1.

As soon as the locals informed the police about the discovery, the police and the disaster management team were deployed to the site, stated the District Police Office, Dhanusha.

Due to continuous rainfall, several houses in Janakpurdham Sub-Metropolitan Cityand nearby villages have been inundated.

Similarly, in Mahottari District, continuous rainfall over the past two days has caused rivers to swell and embankments to start breaching. Water levels have risen in more than a dozen rivers in the district, including the Rato, Jangha, Madha, Bighi, Geruki, and Kutmeshwari rivers.

The Rato River breached a 20-meter section of the embankment at Ratbara, Jaleshwor Municipality–7, while in Dhawauli, Jaleshwor Municipality–3, a35-meter section of the embankment south of the Armed Police Force checkpoint was breached. The breach at Ratbara caused water to enter Jaleshwar headquarters directly, flooding roads and entering homes.

The Mahadev Temple area and the hospital junction in Jaleshwar have been submerged. According to Ramesh Thakur, a local of Jaleshwar Municipality–3, problems have begun with drinking water and food supplies. Wards 1, 2, 3, 4, and 5 of Jaleshwar have also been affected. Similarly, the breach has caused water to enter the settlement of Simardahi, Madihani Municipality–9, according to Ward Chairperson Madan Chaudhary.

In Vageya, Ekdara Rural Municipality–6, the breach of the embankment has led to water entering the village, reported Naim Ansari. Floodwaters have flowed along the Jaleshwar–Bardibas road section. In Aurahi Municipality–2, 15 houses have been submerged, according to local youth Prem Babu Yaduvanshi.

After flooding in Balwa Municipality’s settlements, security personnel have rescued local residents.

The District-level Disaster Rescue Committee has appealed for heightened awareness and vigilance since October 4, according to Chief District Officer Narayan Prasad Risal. Nepal Police, Armed Police Force, and Nepal Army have been deployed in flood-affected and potentially vulnerable areas.

According to INSEC Sarlahi Representative Budhan Sah, continuous rainfall on October 4 and 5 caused 374 houses in the district to be submerged. SP Yogendra Kumar Khadka of the District Police Office stated that flooding from various rivers in the district entered settlements, inundating houses in several areas.

Rescue operations are ongoing with the help of the Nepal Police, Armed Police Force, and local residents, and about 185 households have been relocated to safer areas, SP Khadka said. In Bhadarsar, Malangwa Municipality–5, rising water from the river blocked the North-South Highway. Similarly, in Chhapkahiya, Kaudena Rural Municipality–5, around 55 households were rescued, and the road between Malangwa Municipality and West Godaita Municipality has been completely blocked due to damage, SP Khadka added.

In Khutauna settlement, Malangwa Municipality–6, flooding displaced 54 people from 35 households. Similarly, in Phulparasi, Kaudena Rural Municipality–3, around 25 houses were submerged; the residents were rescued and provided with relief and food, according to DSP Saroj Rai of Malangwa District Police Office.

According to INSEC Parsa Representative Tulsi Bhandari, unexpected seasonal rainfall has caused flooding in various municipalities of the district, resulting in the rescue and relocation of 177 people and 50 households to safer areas.

SP Sudipraj Pathak of the District Police Office, Parsa, stated that the rescued people and 50 cattle are from Birgunj Metropolitan City, Jagarnathpur Rural Municipality, Bahudarmai Municipality, and Dhovini Rural Municipality.

The Sirsia River, flowing through Birgunj Metropolitan City, has inundated settlements in Wards 1, 2, 3, 5, 11, 16, 23, and 24, according to Metropolitan Chief Rajeshman Singh. He added that due to the flooding in these wards, approximately 400 households have been directly or indirectly affected.

The District Police Office, Parsa reported that 47 households were rescued from the flooded settlements of the metropolitan city. Similarly, in the rural municipalities of Jagarnathpur, Bahudarmai, and Dhovini, one household each was rescued and relocated to safe areas, according to Deputy Superintendent of Police Kishor Lamsal.

Additionally, in Ramgadh, Ward 24 of Birgunj Metropolitan City, 50 cows were rescued from a cattle shed and relocated to a safe location. The rescued people have been accommodated with relatives, neighbours, the Nepali Congress Parsa party office, Shivparvati Dharamshala, nearby schools, and other dharamshalas.

In the rural areas of the district, approximately 6,700 hectares and hundreds of households of ordinary residents have been submerged. Although continuous rainfall that began October 6 morning has stopped, the high inflow from rivers in the northern region has caused rivers like Sirsia, Tilave, and Bhedaha to overflow, flooding farmland and settlements in some areas, according to Chief District Officer and Coordinator of the District Disaster Management Committee, Toy Narayan Subedi.

Flooded settlements include Bairiya, Satwariya of Pokhariya Municipality–9, Jai Mangalapur and Tyuki Bishwabhudgari of Chhipahramai Rural Municipality, andHariharpur, Aswari, Bhikhampur of Dhovini Rural Municipality, as reported by CDO Subedi.

Similarly, in Khesraha, Dhobia Tola, Sabaithuwa, Dhore of Pakahaimainpur Rural Municipality, Masihani, Supur, Madhuwaha of Jagarnathpur Rural Municipality, Ramnagari, Dokaila Bahuwari of Bahudarmai Municipality, andAmarpatti, Itiyahi Jhaouwa, Parsouni Bhatha, Gardawal of Bindabasini Rural Municipality, thousands of bighas of paddy fieldshave been submerged, according to the Parsa District Disaster Management Committee.

The floodwaters have also affected thatched houses of ordinary residents in the submerged areas, disrupting local life. Pokhariya Area Police Office reported that many paddy fields and residential houses in the rural area have been inundated.

The flooding, inundation, and breaches caused by continuous rainfall have disrupted connectivity between the district headquarters and rural areas. Roads from Pokhariya, the district’s second headquarters, to Birgunj, including Lachka Pul in Pokhariya–9, Lachka Pul in Parsouni Bhatha on the way to Pakahaimainpur, and low-lying stretches between Ramnagari and Bahuwari Bhat on the Hulaki Highway, have been heavily flooded, cutting off transportation to and from the district headquarters, according to the District Disaster Management Committee.

According to INSEC Rautahat Representative Gauri Neupane, preliminary monitoring in the district shows that 412 households have been displaced, statedChief of District Administration Office, Binod Kumar Khadka.

Continuous rainfall over the past three days has caused flooding in the Lal Bakaiya River, affecting Banjarha village in the southwestern border area of the district. Locals of Banjarha, Ishnath Municipality–1, who were surrounded by rain and floodwaters, were trying to secure themselves when Rajkumari Devi, 60, wife of Khaheru Rai Yadav, fell from a slope into the floodwaters and drowned on the night of October 5, according to local resident Grishnandan Singh.

He added that after Yadav and other family members climbed to safety on higher ground, Rajkumari attempted to go up as well but slipped from the slope and fell into the water, and no one witnessed the incident.

DSP Raju Karki of District Police Office, Rautahat stated that due to heavy rain and flooding, most road networks in the area have been blocked, making it difficult to receive complete information. Reports indicated a woman had drowned in Banjarha village, and a team was dispatched to the area.

Meanwhile, in Rautahat, on the evening of October 4, three people died due to lightning strikes during continuous rainfall. The deceased include approximately Seharaj Laheri, 16, Navin Yadav, 16 of Kathariya Municipality–2, Hathiyahi Tole, and Sheikh Jamrul, 45 also known as Nank, of Ishnath Municipality–8, according to DSP Raju Karki.

The bodies of all three deceased were taken to Sub-Provincial Hospital, Gaur, for post-mortem before being handed over to their relatives, DSP Karki added.

The Bara District Police reported that only minor damage has occurred in the district. Houses in Wards 1, 4, and 6 of Kalaiya Sub-Metropolitan City were affected by water intrusion, resulting in minor damage.

In Siraha District, some houses have been partially submerged, according to SP Anant Ram Sharma of the District Police Office, Siraha.
