The National Human Rights Commission has expressed serious concern over the potential complex situations that may arise from floods and landslides triggered by monsoon rains across various parts of the country, and the possible obstacles these disasters could pose to the enjoyment of human rights.
In a press release issued on October 4 the Commission stated that, for preventing the loss of lives and property during disasters, everyone must adopt the highest level of caution, patience, activeness, and prudence within their respective areas of responsibility. The Commission emphasized that paying proper attention to pre-disaster preparedness, informing the general public about disaster situations, and rescuing those at risk are special responsibilities of the State. The Commission further stated that to prevent the loss of lives and property during disasters, the entire attention of the State should be focused on disaster preparedness and response.
The Commission has directed the Government of Nepal to give special attention to pre-disaster preparedness, to effectively mobilize relevant state mechanisms for minimizing potential risks and damages to lives and property during disasters, and to focus on rescuing those at risk.
Likewise, the Commission has called upon political parties, the private sector, civil society, media, youth groups, various organizations, and all citizens to assist in disaster preparedness and rescue efforts.
Furthermore, the Commission has also requested the general public to remain safe by avoiding unnecessary movement during disasters, to share the information they receive with others, and to actively contribute through their personal efforts to minimize damages, as mentioned in the statement issued by the Commission’s Spokesperson and Joint Secretary, Dr. Tika Ram Pokharel.
