INSEC monitors an incident of alleged inhumane misconduct by Nepal Police and municipal police during a demolition drive in Duhabi Municipality.
Ramkumari Chaudhary, 45, of Simariya, Ward No. 10 of Duhabi Municipality, has alleged that she was subjected to inhumane treatment by Nepal Police and municipal police on April 15.
According to the victim’s side, during a demolition drive carried out by Duhabi Municipality targeting structures built on public land, police tied her to a tree and strangled her after she tried to prevent the demolition of huts constructed on her registered land.
Ramkumari Chaudhary stated that she has been living in Simariya, Ward No. 10 of Duhabi Municipality, for the past 17 years and has been paying land revenue to the state. However, she claimed that the municipality forcefully operated the bulldozer on the land.
She further alleged that Mayor Bed Bahadur Gachchhadar’s 1 bigha 9 dhur land lies through her property, and that the mayor used the demolition of public land structures to create access to his own land by constructing a road through her property.
The victim, Ramkumari Chaudhary, stated that due to the inhumane behavior of Nepal Police and municipal police, she sustained injuries to her throat.
Her daughter, Binam Chaudhary, stated that they have been living on the public land for 17 years, and after her mother spent Rs. 500,000 to level the land, Mayor Gachchhadar allegedly carried out the bulldozing in a planned manner to construct a road to his own land.
Mayor Bed Kumar Gachchhadar of Duhabi Municipality denied the allegations that the demolition was carried out to build a road to his land or that police and municipal police misbehaved with the woman. He stated that repeated public notices were issued to remove structures built on public land, and the bulldozing was carried out after the occupants refused to comply.
The District Police Office, Sunsari, issued a press statement on April 19, requesting that misleading news not be published or broadcast.
In the statement issued by DSP Chandrakumar Khadka, it is mentioned that on April 15, in Simariya, Ward No. 10 of Duhabi Municipality, structures built on public land were removed, and during the process, Nepal Police and municipal police used minimal force after Ramkumari Chaudhary attempted to climb onto a moving bulldozer.
