The life of Baliraj Bote, 64, from Bagnaskali Rural Municipality–6, Yamgha Darpuk, became difficult after a simple accident. Twenty-eight years ago, a thorn pierced his leg, and as the wound became complicated over time, the sole of his right foot had to be amputated. Since then, he has not been able to walk easily or earn a livelihood through labor.
After receiving a disability identity card, Bote had hoped to receive an allowance from the state. However, he was deprived of this benefit for a long time because he held a yellow card. Since the fiscal year 2022/23, the rural municipality has started providing a monthly subsistence allowance of Rs. 500 to individuals with yellow and white cards as well, which has provided him some relief. “The allowance has helped, but what we really need is an environment where we can work,” he says.
Similarly, Dhanpati Pandey, 34 from Bagnaskali–8, Barangdi, emphasizes the need for skill-based training alongside the allowance. According to him, providing concessional support and training to persons with disabilities to run small businesses would be more effective. Likewise, Dhani Lamichhane from Yamgha, who has had a physical disability since birth, also stresses the importance of opportunities and skill development. She is currently pursuing a bachelor’s degree in management.
Chairperson of Bagnaskali Rural Municipality, Saraswati Darlami Chidi, stated that the local government has taken initiatives to protect the rights of persons with disabilities. According to her, 64 individuals with red cards are currently receiving a monthly allowance of Rs. 3,990, while 141 individuals with blue cards receive Rs. 2,128. Additionally, allowances are being distributed from local resources to those with yellow cards of 133 individuals and white cards of 77 individuals.
However, the condition of children with disabilities remains particularly challenging. Due to the lack of special schools, physiotherapy services, and necessary support, many children remain confined to their homes. As the rights guaranteed by the Constitution, ranging from education to healthcare, have not been fully implemented in practice, they continue to be left behind. Therefore, persons with disabilities emphasize the need for long-term measures such as skill development, inclusive education, and the creation of employment opportunities alongside the allowance.
