An agreement has been reached between the victim’s side and the District Administration Office regarding the death of Bijay Shah, 45, of Koshi Rural Municipality–1, who died after being shot by the Armed Police Force.
After Sah was killed by a bullet fired by the Armed Police Force at around 1:00 a.m. on January 1, 2025, while attempting to control alleged sugar smuggling, an agreement was reached during discussions held at the District Administration Office following a protest by the victim’s side and residents on the same day.
In a meeting held at the District Administration Office under the chairmanship of Chief District Officer Basudev Ghimire, it was decided to form an investigation committee that will submit a report within seven days to ascertain the facts of the incident.
The agreement was reached during discussions among representatives of the Nepal Police, Armed Police Force, National Investigation Department, District Administration Office, and other concerned stakeholders.
According to the agreement, a seven-member investigation committee will be formed under the coordination of the Chief District Officer, comprising representatives from the Nepal Police, Armed Police Force, and the District Office of the National Investigation Department, to investigate the causes and consequences of the incident in which Bijay Shah died due to gunfire by the Armed Police Force.
It has been agreed that, if the investigation committee’s report concludes that the death occurred due to negligence by security personnel, a recommendation will be made to the Ministry of Home Affairs of the Government of Nepal for relief and compensation in accordance with the rules.
An agreement has also been reached between the victim’s side and the administration that the Chief District Officer will take initiatives and facilitate employment opportunities for the wife of the deceased Bijay Shah.
The agreement further mentions that, if the deceased’s son wishes to be recruited into the Armed Police Force, the Armed Police Force No. 1 Baraha Battalion will provide necessary cooperation and facilitation in accordance with the rules.
The District Administration Office has stated that it has been agreed to hand over the body of the deceased Bijay Shah to the Nepal Police for post-mortem examination and, after completion of the procedure, allow the family to perform the last rites.
