Violation of the Election Code of Conduct by Candidates in Kavrepalanchok

Five candidates in Kavrepalanchok have not opened bank accounts, and even among the 18 candidates who have opened accounts, they have not submitted their account numbers to the Election Office and the Controller of Accounts.

There are 42 candidates in the district’s two electoral constituencies. Among them, the Nepal Workers and Peasants Party has informed that it will spend through the party account across all 165 constituencies nationwide.

Although the Election Commission has requested that candidates spend only through banking transactions by opening bank accounts, Manbahadur Tamang and Rakam Lama of the Janata Samajwadi Party Nepal, and independent candidates Yubaraj Chaulagai, Ganesh Prasad Adhikari, and Lenin Bist have not opened bank accounts.

According to Section 16 of the Election Code of Conduct issued by the Election Commission for the House of Representatives election on March 5, there are provisions regarding electoral expenditure. As per this, candidates must submit at the time of filing their candidacy an estimate of election expenses along with the sources of those expenses. They must open a separate bank account to conduct their expenses, appoint separate account officials, and maintain bills for all incoming funds as well as for all expenditures made from the account.

Similarly, the Election Commission has appointed monitoring officers to collect information regarding the expenditures made by political parties and candidates, the sources of those expenditures, and whether public property has been used. These officers also monitor the details submitted by candidates. In this way, the Commission has established a system to ensure that election expenditures are conducted transparently.
