Transfer of 60 individuals from the Child Reform Home

Preparations are underway to transfer 60 individuals who have reached the age of 18 from the Child Reform Home located in Biratnagar Metropolitan City–3 to the old building of the District Prison Office at Hatkhola, Biratnagar Metropolitan City–8.

Sanjeev Neupane, head of the Reform Home, stated that the process of transferring those who have turned 18 began because they were causing trouble for younger inmates in the Reform Home and repeatedly attempting to escape.

Due to repeated clashes, escapes, and disturbances in the security of the Reform Home in Biratnagar Metropolitan City–3, preparations are being made, in coordination with the District Administration Office, to move 60 individuals to the old vacant building of Morang Jail. The Reform Home will have full responsibility for managing the inmates residing in that building.

Since the jail security team will handle the security of the premises, the problems seen in the Reform Home are expected to be resolved, according to Neupane.

The Reform Home frequently experienced clashes and escapes because it housed more inmates than its capacity and had only a few unarmed security personnel for protection.

As of November 11, 2025, the Reform Home has 245 inmates. Of these, 170 have been proven guilty of crimes, and 75 are facing ongoing cases.

With a capacity of 50, the Reform Home is holding four times its intended number of inmates, creating management challenges.

During the Gen Z movement on September 8 and 9, 2025, 266 individuals escaped, of whom only 191 have returned to the Reform Home.

According to the head of the Reform Home, 21 individuals are still at large, including 15 from the Gen Z movement and 6 who escaped on November 6, 2025.

The Reform Home houses not only children under 18 but also young people up to 28 years old. This has resulted in repeated clashes and escape incidents within the facility.
