Such activities rampant during the 10 years of conflict were hoped to be vanished after the peace agreement but the development turned it into high hope. Madhesh Uprising in January 2007 and emergence of armed groups claiming to stand up for the cause of Madhesi people and other nationalities have only exacerbated the situation.

Killing has remained a major security concern in post-April Movement 2006. The killing did not stop with the end of conflict neither with the signing of Comprehensive Peace Agreement in November 2006.

Army at Panchkhal barrack severely tortured and killed Maina Sunar, 15, of Kharelthok VDC-6 in Kavre district on February 17, 2004. Maina was a 9th-grade student at Bhagawati Secondary School in the locality.
