Prisoners Still Missing, Local Patrols Deployed

In the case of murder, Khim Bahadur BK, 22 of Tulsipur Sub-Metropolitan City–5 was serving a life sentence handed down by the Dang District Court and was imprisoned at Tulsipur Jail. On September 9, 2025, the Gen-Z movement intensified. Taking advantage of the situation, inmates began escaping, and Khim Bahadur was among those who fled.

After escaping from jail, Khim Bahadur hid in his village. On September 27, 2025, he attacked Gautam Sarki, 53 of Tulsipur Sub-Metropolitan City–5 with a sharp weapon. Sarki, who was injured in the attack, received seven stitches on various parts of his body and was treated at Rapti Provincial Hospital, Tulsipur. After the assault, Khim Bahadur fled, but police arrested him on October 4, 2025 from Dangisharan and filed another case against him for attempted murder before sending him back to jail.

Like Khim Bahadur, several other inmates who escaped during the jailbreak are still hiding within society. Some of them have reportedly resumed criminal activities, causing fear and insecurity among local residents. While not all may reoffend, their past crimes continue to create an atmosphere of fear, according to civil society members in Dang.

During the Gen-Z movement, a total of 253 inmates escaped from Tulsipur Jail in Dang. Of them, 175 inmates have been recaptured and returned to custody, some voluntarily, while others were arrested by Nepal Police and the Nepal Army. However, 78 inmates remain at large. Among them, 21 are from Dang itself, while the remaining 57, including eight foreign nationals, are from neighboring districts such as Rukum, Rolpa, Salyan, Pyuthan, Banke, and Bardiya, according to the District Police Office, Dang.

Not only in Dang and its surrounding districts, but reports of inmates who escaped from jails during the recent political unrest committing crimes such as murder and rape in other parts of the country have further intensified public fear.

In one case, Dipak Sunar, 35 of Dodhara Chandani Municipality–1, who escaped from Kanchanpur Jail, attempted to rape a woman, 50  the very next day, on September 10, 2025. Similarly, Santa Bahadur Tamang of Panauti Municipality–12, Kavre, who escaped from Nakkhu Jail, murdered his wife, Manisha, 30 on September 18, 2025. Another escapee from the same Nakkhu Jail, Aakash Magar, killed Suraj Tamang, 25, originally from Makwanpur but residing in Manamaiju on September 29, 2025 in Thamel.

Such a series of crimes has led locals to feel that their communities have become unsafe due to escaped inmates. The activities of these fugitives have heightened security challenges in society, according to DSP Chakra Bahadur Shah, Information Officer at the District Police Office, Dang.

During the movement on September 9 and 10, 2025, a total of 14,549 inmates detinees escaped from 28 jails and 9 juvenile reform homes across the country. Although more than half of them have been recaptured and returned to custody, a significant number of criminals are still hiding within society.

Furthermore, of the 12,000 firearms looted from the capital during the same period, more than 8,000 modern weapons remain unaccounted for. This has posed a serious threat to citizens’ safety and their right to live in peace, according to Krimlal Chaudhary of Dangisharan Rural Municipality–2.

To minimize this growing challenge, it is necessary to create conditions to return the escaped inmates hiding in communities back to jail, said Nimbahadur Thapa, Coordinator of Civil Society Dang. He emphasized the need to convey a message to the families of fugitives that “the law spares no one,” encouraging them to help ensure the convicts serve their remaining sentences.

Meanwhile, according to DSP Chakra Bahadur Shah, the Lumbini Province Police Office in Tulsipur has already deployed a team to recover the looted weapons and arrest the escaped inmates. Additionally, circulars have been issued to the concerned district police offices to capture the fugitives and return them to jail.

While the government has stated that it has begun efforts to maintain peace and security, citizens in Dang have also taken local-level initiatives by forming neighborhood security committees and starting patrols for community safety.

In Tulsipur Sub-Metropolitan City–18, ten neighborhood security committees have been established, which have begun day and night patrols in coordination with the police, according to Ward Chairperson Madhav Wali. “The political situation is unstable, the morale of the police has declined, and incidents of looting and arson targeting government offices, private homes, and personal property have increased. Considering the risk that such conditions could embolden those with malicious intent, we decided to form neighborhood security committees and start patrols,” said Wali.

During the movement, police uniforms and communication sets belonging to the traffic police were looted in Dang, raising concerns that these materials could be misused. In response, the Dang District Police has issued a notice urging everyone to immediately report any suspicious activities or individuals by calling the police emergency number 100.
