A team from the Department of Prison Management conducted an on-site inspection of the District Prison Office, Khandbari, on July 12, 2026.
Following the inspection, the team directed the prison administration to address issues ranging from inadequate drinking water supply to the repair of the deteriorating prison building. The team gathered information on the prison’s physical condition, the problems faced by inmates, and overall prison management.
The inspection team, comprising Director of the Department of Prison Management Chomendra Neupane, Chief District Officer Ishwari Prasad Aryal, Assistant Chief District Officer Suman Kumar Karki, and an INSEC Sankhuwasabha representative, assessed the condition of inmates, prison administration, and the prison’s physical infrastructure on July 12, 2026.
Director of the Department of Prison Management Chomendra Neupane said that the team conducted an on-site inspection of the issues raised by inmates as well as the overall physical condition of the prison.
During the inspection, inmates raised several concerns directly affecting their daily lives. They demanded a regular and reliable supply of water, a permanent arrangement for safe drinking water, and immediate measures to address the widespread bedbug infestation inside the prison.
The inmates also urged the authorities to repair the damaged refrigerator and solar battery, improve waste and sewage management, and pay attention to the lack of sports equipment and recreational facilities within the prison.
After evaluating the overall condition of the prison, the inspection team concluded that the existing prison building poses significant safety and structural risks. Director Chomendra Neupane stated that, as the current prison site is vulnerable both physically and from a humanitarian perspective, necessary initiatives would be taken to identify a more suitable and secure location for relocating the prison office. He further noted that the existing prison building is extremely congested and inadequate, highlighting the need for a modern and secure prison facility with sufficient space.
During the inspection, it was found that the land on which the prison building stands had subsided and developed cracks in several places, while the security wall had also cracked. Prison Chief Dhan Bahadur Shrestha said that instructions had been issued to immediately coordinate with the Building and Urban Development Division Office to carry out the necessary repair works. The team also recommended improving road access to facilitate the transportation of essential supplies to the prison, ensuring proper management of the toilet septic tank, requesting the necessary budget for infrastructure development, and prioritizing sanitation and cleanliness.
Following the inspection, the Department of Prison Management stated that the concerns raised by the inmates would be addressed as soon as possible.
The District Prison currently houses 159 inmates, including eight women and one dependent girl child.
