The Bagmati Provincial Government has prioritized housing for disadvantaged citizens, infrastructure development, and employment promotion in its budget of Rs. 66.93 billion for the fiscal year 2026/27. Presenting the budget in the Provincial Assembly on June 15, 2026, Minister for Economic Affairs and Planning Prabhat Tamang announced that 1,000 extremely poor families across the province would be provided with newly constructed houses under the Chief Minister’s Housing Program for the Poor. An allocation of Rs. 200 million has been made for this program.
To encourage youths returning from foreign employment to establish enterprises and businesses within the country, the government has introduced an interest subsidy program on loans. A budget of Rs. 200 million has been allocated for this purpose. Similarly, programs will be implemented to promote gender equality and women’s empowerment through women’s entrepreneurship development initiatives. The budget also provides for the expansion of rehabilitation centers, safe housing, and psychosocial counseling services for survivors of gender-based violence, as well as rapid rescue and legal facilitation services for women and children affected by violence, Minister Tamang informed.
Minister Tamang further stated that the budget has allocated the necessary funds to promote the social, economic, and educational empowerment of the Dalit community, enabling dignified living and self-reliance. Budget provisions have also been made to support entrepreneurship development for single women and reduce poverty through self-employment opportunities. In addition, the government will encourage and support elderly care centers for the protection and dignity of senior citizens and will organize evidence-based dialogue programs to facilitate the transfer of their knowledge, experience, and skills.
The Minister also informed that budgetary provisions have been made to protect children’s rights, eliminate child marriage, and support the protection and rehabilitation of children at risk. The government will gradually implement programs aimed at creating a province free from homeless and destitute street dwellers, providing emergency assistance, empowerment, and rehabilitation through coordination and collaboration with the federal government, local governments, and non-governmental organizations. Furthermore, empowerment programs will be carried out to ensure a dignified life for vulnerable and marginalized communities, and necessary arrangements have been made for the operation of residential schools for children with intellectual disabilities.
