Elected Representatives Involved in Election Campaigning

Although the Election Code of Conduct 2025 clearly stipulates that elected representatives cannot solicit votes in favor of any party or candidate within their jurisdiction, it has been found that most representatives in Saptari district have engaged in electoral activities in violation of the code.

This fact was revealed during monitoring conducted by the Informal Service Center (INSEC). According to the monitoring, Harinarayan Mandal, Ward Chair of Tilathi Koiladi Rural Municipality–7, elected from the Janata Samajwadi Party (JSP), was found participating in a house-to-house campaign in favor of a JSP candidate.

Similarly, Ward Chair Jay Narayan Mandal and Ward Member Suresh Karn of Rajbiraj Municipality–8 were reported by the monitoring team to have been soliciting votes for the JSP Nepal candidate in Constituency No. 2 on Sunday, February 22, also in violation of the Election Code of Conduct.

Stakeholders have stated that such incidents of violating the election code raise questions about the fairness and integrity of the electoral process.
