Inmates at Block “B” of Kapilvastu District Jail locked 19 inmate leaders, who were responsible for the prison’s internal administration, inside a room within the jail on June 29 as a form of protest.
According to Kapilvastu District Prison Administrator Man Bahadur Saru, a group of inmates staged a protest, demanding that they be assigned responsibility for the prison’s internal administration from the upcoming fiscal year. As part of the protest, they confined the currently serving Leader and Assistant Leader inside a room.
Kapilvastu Chief District Officer Janardan Gautam stated that the inmates had confined the 19 inmate leaders while demanding the opportunity to serve in the prison’s internal administration. He said that a team led by the Assistant Chief District Officer, including Deputy Superintendent of Police (DSP) Ripendra Kumar Singh from the District Police Office, Armed Police Force DSP Ram Bogati, and Prison Administrator Man Bahadur Saru, was engaged in negotiations with the inmates to resolve the situation.
Under Nepal’s prison management system, inmates who meet the legal eligibility criteria may be appointed by the prison administration to serve as Leader and Assistant Leader, roles that assist in the prison’s internal administration.
According to Kapilvastu District Prison Information Officer Resham Lal Bhusal, the prison currently houses 407 inmates.
