The police firing following clash between the security forces and Madhesi Morcha cadres, who were obstructing highway section in Bhardaha and Rupani of Saptari the midnight of November 21, resulted in death of Nageshwor Yadav, 28, of Jamuni Madhepura VDC-9 at Rupani while Birendra Ram, 16 of Dadha VDC-7 died at Bhardaha. Similarly, Dilip Sah, 35, of Rajbiraj Municipality-1 who was injured in the police shooting at Rajbiraj on November 21 died while undergoing treatment in BP Koirala Institute of Health Sciences, Dharan on November 22. Sah sustained injures in his head and died while undergoing treatment, according to police. Sah, who was on the roof of his house at Rajbiraj Municipality-1, sustained injuries in head. His 6-year-old daughter Muskan Sah sustained shrapnel injuries in the hand.

More than 25 persons have been injured in the Saptari incident. We pay tribute to all those who were killed in police firing. We wish for the speedy recovery of those injured in the incident and urge the Nepal Government to make proper arrangement for their treatment.

District Police Office, Saptari said that police fired tear gas canisters when the demonstrators obstructed the vehicular movement under police escorting and resorted to firing live ammunition after the situation did not come under control.

We remind the Nepal Government of international practice which should be adopted to avoid humanitarian damages and measures which should be followed prior to using force against the demonstrators. We call on the government to investigate the incident and take action against the perpetrators, and take reliable measures to ensure safety and freedom of people.

Normal life has been crippled due to agitation in Terai-Madhes ongoing since more than 100 days. The only way to resolve the current problem is through dialogue and negotiation. Hence, we humbly urge the government and the agitating parties to abandon their egos and find way out of the issue through dialogue.
