Expressing Concern and Urgency Regarding Growing Confusion, Human Rights Situation, and Public Insecurity
1. Kathmandu and Lalitpur District Administration Offices have invoked the Local Administration Act 1971, imposing restrictions on slogans, processions, demonstrations, and gatherings of more than five individuals in select areas. This action, under the Panchayat Act, appears to curtail the constitutional right to assemble freely as outlined in Article 17 of the Constitution of Nepal. We strongly oppose any attempt to undermine the democratic constitution, which guarantees
2. Republic, Federalism and Secularism are the pillars of Nepali democracy and sovereignty.
We raise our voice against the actions of political parties and leaders, urging them to uphold the fundamental principles of the Federal Democratic Republic. Furthermore, we vehemently oppose the current state structure of Nepal and any activities that violate the constitution.
3. We urge organizers of the upcoming protest in Kathmandu on November 23 to conduct their events peacefully in full accordance with constitutional rights. INSEC remains committed to its longstanding mission of human rights monitoring, and in light of tomorrow’s protest, will impartially monitor and document the events, intending to publish a preliminary report tomorrow evening.
