Writ Filed at High Court of Surkhet for Establishment of Juvenile Reform Home

A writ has been registered at the High Court of Surkhet on 2 May demanding appropriate orders including injunction for establishing a juvenile reform home in Karnali province. The writ was submitted by the coordination between Narayan Subedi, the coordinator  of INSEC, Karnali Province Office and Prakash Babu Aidi, Advocate of the High Court Bar Association Surkhet.

Subedi informed that the reason for registering the writ is because there is no juvenile reform home in Karnali province while all the other provinces have this facility. Consequently, the juveniles have to be sent to other provinces which makes it difficult for them to meet their parents and this affects the psychological wellbeing of the children.

Subedi further added that the writ was submitted against the Office of Chief Minister and Council of Ministers, Karnali Province, the Ministry of Social Development, the Ministry of Economic Affairs and Planning, the Ministry of Internal Affairs and Law and the Ministry of Physical Infrastructure and Development.

There are currently 257 children in the Jayandu Child reform Home in Banke. Out of which 80 juveniles are from Karnali province. Among them, 19 are from Surkhet, 10 from Jumla, four from Kalikot, seven from Mugu, one from Dolpa, 6 from Dailekh, eight from Rukum West, 15 from Salyan, 6 from Jajarkot and four from Humla.
