Violation of Code of Conduct by Political Parties During Registration of Nomination
The political parties have violated the code of conduct while registering their candidacies on October 24, 2022, for the House of Representatives and Province Assembly elections to be held on November 20.
According to Tanahun representative Prakashchandra Bhattarai, the party representatives and candidates have violated the election code of conduct.
It has been found that the parties and candidates have violated the provisions made in Section 13 of Chapter 4 of the Election Code of Conduct issued by the Election Commission.
In that point, it is mentioned that no more than 25 people should be taken when going to submit the nomination of the candidates in the election, however the candidates of the alliance with the Nepali Congress and the CPN-UML candidates participated in hundreds including the procession.
Dal Bahadur KC, the Chief Election Officer of Tanahun, said that he had no information about the violations of the election code of conduct by the parties and requested everyone to follow the code of conduct.
According to Baglung representative Srijana Pant, political parties have been found to have violated the code of conduct during the nomination process.
Although no more than 25 people are allowed to participate in the nomination registration process, hundreds of candidates from CPN-UML and the five-party alliance reached the election officer’s office along with leaders and workers.
According to Kaski representative Sushan Ghimire, the political parties in Kaski have violated the code of conduct during the registration of candidates for the House of Representatives and Province Assembly elections.
While going to the election office for the nomination, the parties had marched against the code of conduct, used big flags and blocked the road and shouted slogans.
Animal Services Directorate for Constituency no. 1 of Kaski, Pokhara Auditorium for Constituency no. 2 and the district coordination committee office for Constituency no. 3 have been designated as election offices.
Hundreds of people participated in the procession taken out by CPN-UML from Amarsingh Chaur in Pokhara for the registration of candidacy for Kaski Constituency no. 1.
The rally blocked the public road and reached the election office shouting slogans. Similarly, Constituency no. 2 also held a rally from the party office Shantivan to Pokhara auditorium along with rally.
Similarly, the candidates from the ruling alliance also reached the election office in a march with instruments.
The rally was started from Amarsingh Chowk in Kaski Constituency no. 1.
The candidates reached the election office with a procession of hundreds of activists from Pokhara Manpa-7 Ratnachok for the registration of candidacy for Kaski Constituency no. 3.
The candidates of Rastriya Prajatantra Party Nepal reached the election office with bhajans and instruments.
The use of children was not seen in the rallies of the parties.
The process of making children take the flag, participate in rallies and processions is not seen in the nomination registration this time.
It is mentioned in ‘E’ of Section 13 of Chapter 4 of the Election Code of Conduct that 10 flags of size 3*4 can be used, while in ‘N’ it is mentioned that processions of more than 25 people and musical instruments cannot be held while going to the nomination of candidates.
According to Gorkha representative Hariram Upreti, the parties have violated the code of conduct during the nomination process.
According to Parbat representative Santosh Thapa, during the registration of nominations, the Election Commission hasdrequested the local political parties, security agencies and various other agencies to pay special attention to the code of conduct and not to violate it, but the code of conduct has been violated by the political party itself.
In section 4 of the Election Code of Conduct 2079 issued by the Election Commission, it is stated that political parties should not hold a procession of more than 25 people and flag banners during nomination registration, but the big political parties in Parbat have violated it.
CPN-UML and Nepali Congress-Maoist alliance groups reached the nomination registration in separate processions with flags and banners along with a motorcycle rally.
After approaching the premises of Parbat District Court designated as the nomination registration site, a team of security personnel stopped the procession from entering the office of the Chief Election Officer.
According to Syangja representative Radhakrishna Sharma, it is mentioned in Section 13 of the Election Code of Conduct that any political party or candidate can use only 3*4 feet banners.
Section 13 of the Election Code of Conduct mentions that no more than 25 people can be gathered during the rally and the use of paraphernalia is not allowed, but this rule was not followed.
