The National Human Rights Commission, in collaboration with the District Administration Office and INSEC, successfully concluded an interaction program on the implementation of the fifth national action plan for human rights on October 18, 2008.

During the program, Acting Chairperson of the National Human Rights Commission, Reva Regmi, and Human Rights Officer Lakshmi Paudel presented on topics including the global periodic review and the implementation of the human rights action plan.

Chief District Officer Chandra Adhikari noted that with the formation of the District Coordinating Committee for the implementation of the Fifth National Action Plan on Human Rights, they would soon convene a meeting to discuss its execution. Dr. Amit Kumar Shah, from the District Hospital, emphasized that despite a reduction in maternal mortality rates, collective efforts are still needed to further decrease infant mortality.

During her speech, women’s rights activist Sunita Gurung highlighted the issue of children and young people engaging in hazardous labor outside their homes, leading to an increase in school dropouts among students in grades 9 to 12.

Bijay Lama, Deputy Chairperson of the District Coordination Committee and the Chief Guest of the program, pointed out the past human rights violations in Rasuwa during the conflict and the need for human rights education, especially for children, to address the current criminal incidents in villages.

Ramakant Aryal, Head of the Education Coordination Unit, raised concerns about the high dropout rates among students in grades 9 and 10 due to child labor and early marriages.

Hemnath Khatiwada, the District Representative of INSEC, who facilitated the program, emphasized the importance of raising awareness to empower women, encourage local governments to take responsibility, and adopt a human rights-friendly governance system.
