Over Capacitated District Jail Faces Clashes and Management Issues

District Jail, Kailai, faces management and security problems of the prison since four times more prisoners than the capacity have been kept in the district jail, Kailali.

The prison with a capacity of 150 inmates holds 645 inmates, including 42 female inmates and three minor inmates.

Acting Prison Head, Lal Bahadur Bogti said the prisoners are compelled to reside in a room and have to wait for their turn to sleep, drink water, and go to the toilet, and there are problems in administrative management.

He said that there are occasional clashes between prisoners. Having them in close quarters imposes various challenges to the peace and security of the prison.

He said – ‘Inmates, Khagendra Bam and Santosh Singh Shahi were also injured during the clash inside the prison on June 5, 2022. The prison transferred 16 prisoners to Nawalparasi, Sirha, Saptari, Chitwan, Mahottari, Nepalganj, and Bhairahwa district jails.’

Prisoners themselves feel the prison is unsafe due to constant clashes.

District Administration Office, Kailali Assistant Chief District Officer Yagyaraj Joshi said that they removed Inspector Charan Budha and Cheif of Prison Security Sai Yogendra Bohar and reshuffled the staff due after they were reported of the lax security within the prison.

He said that due to drug trafficking and frequent clashes, the district administration has increased the security of the prison. They have decided to stop assigning prisoners to outdoor duties and as guards.
