Ordinance Issued to Amend Three Laws in Koshi.
The Chief of Koshi Province, Parshuram Khapung, has issued the Ordinance 2024 to amend certain provincial laws. The Office of the Provincial Chief has stated that Chief Parshuram Khapung issued the “Ordinance 2024 to Amend Certain Provincial Laws” on October 20 as per the recommendation of the Provincial Council of Ministers on October 18.
The ordinance includes amendments to three laws, along with the Cooperative Act, aimed at managing crisis-affected cooperatives. The government has issued the ordinances to amend provisions of the Provincial Cooperative Act 2019, Provincial Disaster Management Act 2018, and Provincial Civil Service Act 2022.
The spokesperson for the Ministry of Internal Affairs and Law, Bishwadip Besra, stated that the provincial government has introduced the amendment ordinance to the Provincial Cooperative Act, aimed at forming a separate committee for the declaration and management of crisis-affected cooperatives. The Disaster Management Act 2018 has been amended by removing the Disaster Fund and creating two separate funds: the “Relief and Rescue Fund” and the “Repair and Reconstruction Fund.” Anjanikumar Ghimire, the Deputy Secretary of Law at the Office of the Chief Minister and Council of Ministers, stated that Article 8 of the Provincial Civil Service Act has been amended to make necessary adjustments.
The government, after concluding the provincial assembly on September 20, issued an ordinance on October 20, a month later, to amend three laws.
