Lumbini Province Government Committed to Protecting and Promoting Human Rights: Chief Minister Acharya
During the inauguration program of the ‘Human Rights Information and Resource Center’ building constructed by the INSEC Lumbini Province Office in Janaki Rural Municipality-3, Chief Minister of Lumbini Province, Chet Narayan Acharya, stated that the Lumbini Province Government is committed to protecting and promoting human rights. In the event, he stated that it is the government’s responsibility to heal the wounds of conflict victims. He mentioned that Lumbini Province was the most affected region by both the state and the rebels during the conflict and that the provincial government is the guardian of all conflict victims in this region. He also added that the federal government has already prepared the TRC bill, and the provincial government is continuously working on coordination and cooperation to carry it forward. Chief Minister Acharya stated that INSEC has played a significant and leading role in protecting human rights during the Panchayat era, the conflict period, and the 2005/2006 movement in the province. He emphasized that INSEC has played an effective role in every sector of human rights protection and that there is still much work to be done in the field of human rights.
INSEC Chairperson Dr. Kundan Aryal stated that the Human Rights Resource Center will be developed as an important hub to provide resources, information, and support to individuals and organizations working on human rights issues. He emphasized its significance in building the capacity of individuals and organizations to advocate effectively for human rights and create a more just and equitable society. Dr. Aryal also mentioned that INSEC and CTVT have signed an agreement to develop a human rights curriculum.
During the event, INSEC’s founding Chairperson, Sushil Pyakurel, stated that INSEC played a significant role in conducting human rights campaigns during the conflict, creating human rights-friendly laws, providing voter education during elections, and contributing to the establishment of the National Human Rights Commission.
Former INSEC Chairperson Subodhraj Pyakurel stated that December 10 is the day of the legal and moral document for human dignity. He mentioned that the inauguration of the Human Rights Information and Resource Center building was held on the significant occasion of the 76th International Human Rights Day. He added that since the Human Rights Information and Resource Center will coordinate and document all activities in the field of human rights, the building belongs to everyone as a shared asset.
Executive Director of INSEC Bijayraj Gautam, stated that there is a need for a dedicated Human Rights Information and Resource Center to provide support and resources to individuals and organizations working to promote and protect human rights. He mentioned that the center will be useful for human rights defenders, providing an online platform, research materials, training resources, case studies, and other relevant information. He also highlighted that the center will offer a platform for discussions and collaboration between human rights activists and organizations. Additionally, the Resource Center will be operated in a way that it can be utilized by human rights defenders, NGOs working on human rights, academic researchers, policymakers, and the general public, especially at the local level. Gautam emphasized that the Human Rights Information and Resource Center will play a crucial role in providing legal advice and consultation to individuals and communities affected by human rights violations. He also mentioned that the center will offer legal support and guidance to those affected by human rights violations.
