A court hearing for the pretrial detention has begun at The District Court involving allegations of the demise of two inmates following a brawl within the premises of the District Prison, Khadbari.
A court hearing for the pretrial detention was started regarding a case filed under the title of homicide.
Ramchandra KC, Registrar of the District Court said that the hearing began on September 13 after the 15 accused had finished their statements in the investigation of both convicts’ deaths on September 12, 2023.

Santosh Prasad Bhandari, Public Prosecutor filed a case against seven policemen and eight prisoners on September 8 at the District Court, Chainpur, through the District Public Prosecutor’s Office.

Registrar KC informed that the hearing is going through under the bench of honorable Judge Teknath Gautam, The District Court. He said that half a dozen lawyers will be involved in this case.

The judge will decide after hearing from both parties which may include keeping the accused in custody, demanding bail, or releasing them on regular court dates.
A Case has been filed against Assistant Sub-inspector Laxmi Chaudhary currently employed at District Jail Khandbari, 24-year-old Suman Gurung, working as a security guard at Khandwari Jail,24-year-old Damansingh Rai, working as a security guard in Khandwari Jail, Rajkumar Shrestha, a police constable working as a security guard in Khandwari Jail, Manish Rai, a 23-year-old police constable working as a security guard in Khandwari Jail, Pawan Kumar Mahato, a 24-year-old police constable working as a security guard at Khandwari Jail, and 23-year-old Nushan Rai, who is working as a security guard in Khandwari Jail under the title of homicide. The case was filed against eight individuals in connection with the death of a prisoner.

According to the District Public Prosecutor’s office, the case has been registered against 28-year-old Ram Bahadur Karki, Khanbwari Municipality-2 Chewa, serving prison sentence for the crime of rape, 26-year-old Anish Sharma Kattel,Khandwari Municipality-9 Garigaon serving his imprisonment in the District Jail for the crime of rape,28-year-old Sachin Rai also known as Sachindra, Bhojpur Municipality-10 Bhaisipangkhais serving his imprisonment in the district jail for the crime of rape,Suman Saru Magar ,23 (Bikram), Makalu Rural Municipality-5 Solakhani ,serving in the District Jail for the crime of rape,Tikaraj Chauhan(Tikaram), 29 serving his imprisonment in the District Jail for the crime of robbery,40-year-old Naveen Kumar Rai,Chichila rural municipality-4 Kharmeli serving in the district jail for the crime of homicide, 41-year-old Indradhwaj Ghimire,Khandwari Municipality-6 Lower Panghata, serving in the District Jail in  for the crime of  rape and, 21-year-old Meen Bahadur Tamang, Madi Municipality-5 currently serving in the district jail for the crime of rape.
A case has been officially registered, seeking compensation under Section 186 of the Civil Code of 2017 and compensation under Section 41 of the Crime Victims Protection Act of 2018.

Santosh Prasad Bhandari, an attorney from the District Public Prosecutor’s Office, informed the INSEC representative that the case has been filed under Section 41, Section 177, and Section 186 of the Civil Crimes Code of 2017, along with the compensation provisions outlined in the Crime Victims Protection Act of 2018.
The CCTV camera footage depicts two prisoners being apprehended and subjected to physical abuse by the police on suspicion of attempting to escape from the prison. Furthermore, it shows that after being taken back inside the prison, these prisoners were subjected to further beatings and torture.
Binod Tolangi,20, from Madhyapur Municipality-5, Sankhuwasabha, and Akash Balami,28, a security worker from Kakani Rural Municipality-7, Nuwakot, lost their lives due to the violence in the District Prison on August 9, 2023.
