INSEC Urges not to Act Against Law

INSEC issued a press release on May 31 stating that the action of Home Minister Rabi Lamichhane writing a status on Facebook on May 28, saying the rule violators including drunk drivers, will help on the road as volunteers, and the traffic police putting them to labor in the name of ‘volunteering’, is adoption of measures that are not provided in the Motor Vehicles and Transport Management Act. Additionally it is an attempt to replace the rule of law with arbitrary rule.
INSEC emphasized that this decision to make the rule violators to work on road as volunteers, is against the law. Furthermore, the press release signed by Dr. Kundan Aryal, Chairperson of INSEC mentions that such decisions and actions made at the behest of someone will only promote lawlessness in the society.
Following the order, the traffic police have started engaging offenders in volunteering for drunk driving, speeding, violating red light and lane rule from May 29. The punishment lasts for an hour along with charging them with fines.
