INSEC Conducted Onsite Monitoring of Flood and Landslide Impacts in Kavre

Informal Sector Service Center (INSEC) conducted an onsite study regarding the physical and human losses caused by floods and landslides. In Kavrepalanchok district, 78 people have died and 6 are missing across 11 local units. This includes individuals ranging from two-month-old infants to 76-year-old senior citizens. A total of 79 people have been injured in the floods and landslides. In the district, 26 schools are completely damaged, while 170 schools have partial damage. Superintendent of Police Basundhara Khadka from the District Police Office reported that 867 individuals affected by the floods were rescued from the helipad with the active involvement of the Nepali Army, Armed Police, and local police. With the assistance of local authorities and security personnel, 3,299 individuals have been rescued through other means. Due to the floods and landslides, more than 3,500 houses have been destroyed.

According to statistics from the District Administration Office, more than 30 government buildings have been damaged. The Road Division Office reports that approximately 655 kilometers of 19 rural roads remain obstructed. Additionally, 96 irrigation systems in the district have been destroyed, leading to an estimated loss of over Rs 22,00,00000. Additionally, the flooding has washed away water supply pipes at the community and settlement levels, leading to a severe shortage of drinking water in rural areas. The unified drinking water system in Banepa, Panauti, and Dhulikhel has suffered an estimated loss of around Rs 10,00,00000 due to the destruction of 2 kilometers of pipeline. The District Irrigation Office has reported that they have received a pile of applications for the immediate provision of pipes for 58 drinking water projects.

Furtermore, four health institutions in the district have sustained damage, affecting services in the health facilities of Roshi, Mahabharat, and Khanikhola Rural Municipalities. Additionally, more than 25 towers of Nepal Telecom have been damaged, destroying optical fiber, telephone poles, and wires. The administrative building of Bethanchowk Rural Municipality has also suffered damage.

The government published a notice in the government gazette on October 7, 2024, declaring 11 local units, excluding Dhulikhel and Banepa, as disaster-affected areas. The government has designated 71 local units across 20 districts as disaster-affected areas for three months. The Informal Sector Service Center (Insecon) conducted the onsite monitoring of human rights issues in the areas most affected by floods and landslides, specifically in Roshi and Bethanchok Rural Municipalities and parts of Panauti Municipality. Govind Prasad Tripathi, Editor from INSEC online stated that interviews were conducted with stakeholders and victims in the district during the monitoring, which took place from October 22 to October 24.
