INSEC and NHRC submits HRDs’ Protection Draft bill to the Chairperson of  Law, Justice and Human Rights Committee

Informal Sector Service Centre (INSEC) along with National Human Rights Commission (NHRC) submitted the Human Rights Defenders’ Protection Bill Draft 2078, to Honourble Krishna Bhakta Pokhrel, Chairperson of Law, Justice and Human Rights Committee.

Pokhrel has expressed his interest in the issue and have stated that he will be tabling the bill to the parliament after a review.

In past two years INSEC has documented 280 cases of human rights violations faced by the Human Rights Defenders (HRDs). Despite all these instances and despite receiving recommendations from many States in the UPR cycle, Nepal has not yet promulgated the law for the protection of HRDs.

Human Rights Defenders’ protection act has become crucial for enabling safe working environment to the HRDs. INSEC and NHRC have been actively advocating on this matter since 2009.

According the Acting Secretary of NHRC, Mr. Murari Prasad Kharel, NHRC is collecting the information about the Human Rights abuses faced by the HRDs from all the provinces at present.

Further discussion on this matter is to be held with the involvement of NHRC, Civil Societies and HRDs around the country shortly.
