The inmate and detainees of the district prison of Surkhet complained that the prison has changed into torture house as there are five times more inmates and detainees than its capacity.

In a regular monitoring, the inmates and detainees complained about the prison to INSEC district representative Durga Thapa on March 22.

The “E” graded prison has 196 inmates and detainees at the same place and the space is very congested said inmate Shambhu Rokaya. He added that they have to wake up if there is a rainfall as roof leaks in the raining day. He said that the prison is like a torture house as they are living a torturous life as they even do not have dishes and oven to cook food.

” we are compelled to sleep under the tent as there are no rooms”, said another inmate Tek Bahadur Nepali. He added “we are facing to use toilet as we have to queue for hours”.

There are 3 toilets for 176 male inmates and 1 toilet for 16 female inmates.

The prison building was built almost 50 years ago and it is in very dilapidated condition. Every day, 2to 3 inmates and detainees are adding up in the prison and there are no space according to jailer Lal Bahadur Khatri.

Along with the beginning of summer, inmates and detainees are getting affected by flue and cold. Majority of inmates and detainees are facing flue, fever and diarrhea. Due to the over capacity of the prison, most of the inmates and detainees are vulnerable to various transmittable diseases.
