Distribution of Citizenship and Disability Identity Cards to Persons with Disabilities

The District Administration Office has provided Nepali citizenship certificates and disability identity cards by visiting the homes of individuals unable to reach the office due to physical disabilities. In Aiselukharka Rural Municipality, the office delivered these documents directly to the doorsteps of persons with physical disabilities. Chief District Officer Shiva Kumar Karki explained that, in collaboration with the Rural Municipality’s initiative and management, the office ensured that individuals with physical disabilities received both citizenship and disability identity cards at home. Similarly, Aiselukharka Rural Municipality Chairperson Girendra Bahadur Rai noted that the District Administration Office team visited the homes of those deprived of citizenship due to their inability to see the administration office. He added that these individuals now have access to both their Nepali citizenship certificates and disability identity cards.

The District Administration Office provided citizenship certificates to 21-year-old Salina Rai and 41-year-old Deepak Rai of Rakhabangdel, Aiselukharka-2, based on the recommendation of local representatives. Branch Officer Lila Bahadur Bishwakarma stated that four individuals from Jaleshwari received citizenship certificates. The office delivered the certificates directly to the homes of 21-year-old Kamal Prasad Adhikari, 19-year-old Sujan Puri, 50-year-old Junmaya Rai, and 25-year-old Bhakta Tamang. The District Administration Office also delivered citizenship certificates to 20-year-old Bhanu Bhakta Rai and 50-year-old Kalimaya Rai of Rakhabangdel at their homes.

According to the 2021 National Census, 4,922 individuals with various types of physical disabilities live in the 10 local levels of the district. The Constitution of Nepal, 2015, includes provisions on citizenship from Part 2, Article 10 to Article 15. Article 10 guarantees that no Nepali citizen shall be deprived of the right to obtain Nepali citizenship.
