Chief Minister Bhatta Commits on Passing the Law related to the Security and Protection of Human Rights Defenders
The Chief Minister of Sudurpaschim Province, Trilochan Bhatta has expressed his commitment to pass the model law related to the Security and Protection of Human Rights Defenders- 2078 (2021/22) in the upcoming session of the Provincial Assembly. The model law was prepared in coordination and facilitation of INSEC.
Minister Bhatta stated so while accepting the Model Law 2078 on the Security and Protection of Human Rights Defenders submitted by the Informal Sector Service Center (INSEC) on April 11, 2022.
Bijay Raj Gautam, the Executive Director of INSEC submitted the Model Law on the Security and Protection of Human Rights Defenders- 2078 to the Chief Minister of Sudurpaschim Province.
Chief Minister Bhatta received the model law on the security and protection of human rights defenders and expressed his commitment to prioritizing the model law in the coming session of the provincial assembly.
He said, “We have already passed the law on the empowerment of Dalits and on Radio, TV and Media for the rights of journalists in the winter session. In the upcoming session, we will discuss and pass the law related to the protection of human rights defenders keeping it in priority. ‘
While submitting the Model Law-2078, the Executive Director of INSEC, Bijay Raj Gautam requested the provincial government to sanction the law to protect the human rights defenders. He further stated that it is the responsibility of the provincial government to protect the human rights defenders.
The Model Law 2078 on Security and Protection of Human Rights Defenders has asked the provincial assembly of the Sudurpaschim province to make acts according to Article 52, Article 197 and Article 231 (2) of the Constitution of Nepal for the proper management of the works of the human rights defenders.
The Model Law on the Security and Protection of Human Right Defenders- 2078 has mentioned the roles, duties and rights of human rights defenders in paragraph 2. Paragraph 3 has mentioned about the Provincial Human Rights Defenders Council and in paragraph 4 the roles, duties and rights of the Provincial Human Rights Defenders Council have been mentioned.
Chief Minister of the Sudurpaschim Province, Trilochan Bhatta, after receiving the law prepared in coordination and facilitation of INSEC has committed to study the it and pass it after necessary discussion.
