By-elections for Vacant Positions at the Local Level are to be Held in Seven Places in Bagmati Province in November
The Council of Ministers decided to conduct the elections on December 1, 2024 on the same day, the Election Commission recommended the government to hold elections at the vacant local levels. The Election Commission had recommended the government on September 15 as the date to hold the elections for the vacant posts at the local level. Durga Prasad Chalise, Assistant Spokesperson of the Election Commission, stated that according to the Constitution of Nepal and the Local Elections Act 2017, if the term of office of an elected representative at the local level has not expired. If their position becomes vacant for any other reason with more than one year remaining in their term, the commission must consult the government about holding a by-election for the remaining period.
The Election Commission has announced that elections will be held for several positions. These include the Vice Chairperson of Gaurishankar Rural Municipality in Dolakha, Bagmati Province; the Mayor of Kirtipur Municipality in Kathmandu; Ward Chairpersons for Ward No. 1 and Ward No. 4 in Kirtipur Municipality; the Ward Chairperson for Ward No. 16 in Kathmandu Metropolitan City; the Ward Chairperson for Ward No. 2 in Kakani Rural Municipality, Nuwakot; and the Ward Chairperson for Ward No. 12 in Hetauda Sub-Metropolitan City.
The post at Gaurishankar Rural Municipality became vacant following the death of Chairperson Shyamsundar Tamang due to a heart attack. Similarly, the position at Kirtipur Municipality was vacated after Rajkumar Nakarmi, who had been suffering from kidney disease, passed away during treatment. Both Tamang and Nakarmi were elected representatives from the Nepali Congress. According to the Local Elections Act 2017, if the term of the vacant posts exceeds one year, the Government of Nepal, in consultation with the Election Commission, will determine the date and arrange a by-election to fill the vacant positions.
