Aggrieved Party Besieged Public Prosecutor’s Office in Janaki Mandal Case
The relatives of 38-year-old Janaki Mandal of Biratnagar Metropolitan City-4 Ikrahi besieged the District Prosecutor’s Office demanding to register the case under killing charge. The aggrieved besieged the Prosecutor’s Office on July 24.
Subashkumar Bhattarai, District Attorney of Morang, stated that a discussion was held between both parties on July 24 after the aggrieved party crowded the public prosecutor’s office demanding the registration of their case. The aggrieved party has been accusing the police of refusing to register their complaint regarding the killing of Jankidevi. They alleged that the police refused to register an FIR against 40-year-old Dilip Mandal of the same place for killing his wife even after they held a press conference on July 22 in Biratnagar.
Sukadev Mandal, the 71-year-old father of the deceased, stated that although they filed an FIR accusing the suspect of killing, the police registered the complaint under charges of suicide abetment instead. He added that it is falsely reported that Janaki committed suicide, while in fact, she was fatally beaten by Dilip on June 11. Sukadev and his family filed a complaint against the accused at the District Police Office for killing Janaki. However, the police registered a case for suicide abetment instead of addressing their complaint properly.
Since the case was not registered under the charge of killing, the Public Prosecutor’s office decided not to proceed with registering the case in the court under suicide abetment on 7 July. Sukadev Mandal said that on July 24, they besieged the public prosecutor’s office after appealing to various authorities for justice, as the case was not registered in the court.
Additionally, after pressure from the aggrieved party, the public prosecutor’s office has agreed to register the case in court. Subashkumar Bhattarai, District Prosecutor of Morang, informed the INSEC representative that the case will be registered. Furthermore, when INSEC inquired about not registering the case, District Attorney Subashkumar Bhattarai explained that the registration was delayed due to a lack of staff to handle the paperwork. Still, they did not refuse to register the case.
District Attorney Bhattarai stated that they had discussed the matter with the aggrieved party and decided to address their concerns by registering the case on July 28. The police had arrested the accused on 12 June. However, since the complaint was not registered under the charge of killing, the Public Prosecutor’s Office decided not to proceed with the case against the accused under suicide abetment. Subsequently, the accused was released on 7 July.
The postmortem of the body was done at Koshi Hospital on 13 June.
